EMA's submissions on policy and planning issues that affect the business environment in New Zealand focus on the activities of central and local government and publicly-owned resources. Submissions are made in writing, and often backed up at oral hearings.

Central Government issues
Because of their national implications, central government policies are dealt with by our national organisation Business New Zealand.

EMA Northern (representing members from Taupo north) contributes substantially to the policy positions adopted nationally.

EMA often contributes separately to policy development, especially where an issue has distinct regional significance. Examples are submissions to ministerial reviews of business compliance, the electricity industry, rules of origin under Closer Economic Relations (CER) with Australia and many others.

Local government issues
Eah year every city/district council is obliged to publish a 'Draft Annual Plan' for the upcoming financial year. These financial plans may be accompanied by a draft funding policy and/or a draft strategic plan.

As EMA members are large ratepayers and vitally interested in the services of local governments, the EMA analyses each plan against our policies and reports in our submissions accordingly. These are presented at public hearings. They may also be incorporated by councils in their 'Adopted Annual Plans'. EMA analyses the differences between Draft and Adopted Annual Plans and to raise question over the business direction taken by councils.

Utilities (water, wastewater, electricity, gas, etc) also call for submissions on aspects of their strategies from time to time, on such as their pricing. EMA analyses the relevant information and proposals and presents a viewpoint, again according to EMA policy positions.
